Dear Director Feiden;
Thank you for getting back to me today agreeing to -allow us to escrow funds per
my fax of yesterday. I have enclosed a copy of check #1251 for $4,800.00 that I have
mailed to the City of Northampton's Treasurer's office. As per our discussion, please
confirm for Louis Hasbrook that, if otherwise appropriate, he may now issue a full
Certificate of Occupancy without regard to paragraph 6 of Hearing No. PLN-2008-0014,
whicli required that:
"Prior to issuance of a final certificate of occupancy the applicant shall submit a
certification from a certified arborist that proper maintenance and care for the
Katsura tree has continued through the first year after planting."

Dear Sir/Madam,
I was retained by Mr. Joseph Pacella, of Sequoia Properties, LLC to examine the
Katsura Tree that was planted at 84 Round Hill Road in Northampton, Massachusetts on
December 5, 2007. In May of 2008, I provided the developer with. an assessment of the
health of the tree and submitted a maintenance plan for care of this tree. I also was
hired to provide. the more complex pruning. that was required to promote its long-term
health, including removal of a few girdling roots. I revisited this tree on December 2,
2008 for afollow-up inspection and to perform additional pruning to improve its branch
structure.
On each occasion- that I observed. the Katsura. Tree, it has appeared healthy and actively
growing. During my December visit, I observed healthy buds, new growth on the twigs
and minimal deadwood. These conditions indicate that this tree has adapted to the site
and has overcome any stress from the transplanting process. Therefore, I hereby certify
that proper maintenance and care has continued through the first year of its planting in
compliance with paragraph 6 of the Planning Decision on Hearing No. PLN-2008-0014
file November 7, 2007.
